Egypt is a Muslim country and the dress code is towards the conservative side, especially for women. That being said, we are used to seeing travelers from all over the world. When you visit religious places (synagogues, churches, and mosques) you do need to cover your shoulders and wear over the knee dresses, if you are planning to wear one of course.
